Opportunities: There is a specific tick-box option to allow us to forward your work to third parties (e.g., record companies) should professional interest arise. We will not share your contact info or tracks with scouts without this permission.
Data Usage: We collect names/data solely for the purpose of the specific petition.
Retention: This information is kept for 12 months as "proof of existence" for the petition's validity. After 12 months, the data is permanently deleted.
Images, MP3s, & Contact Info: We keep this data for as long as the content remains live on the site to manage the gallery, beatbox and handle any complaints.
Your Rights: All data is deleted once it is no longer on the site. However, you can request the earlier deletion of your data at any time by contacting us.
Trusted Content: This is a curated, non-chat space featuring links to education, news, arts, crafts, and nature activities.
Parental Authority: CEL:UWB provides these links for convenience. Any external apps or sites that require registration or sign-up are the sole responsibility of the parent or guardian. CEL:UWB does not manage or hold authority over third-party accounts.

Young people are welcome to send in shout-outs via our upload form, but you must follow the Safe Rule to be approved for posting:
First Names Only: Never use your full name.
No Locations: Never mention your home address, your street, or the name of your school.
Ward Only: You may mention your Ward (e.g., "Shout out from [Ward Name]!").
Moderation: Any submission that includes private details (PII) will be deleted immediately and will not be posted.
8.1 Purpose & Accountability
Knowledge as Power: This section is a pro-resident resource designed for empowerment through transparency. We provide facts about the systems of government and the public records of those running for office.
Neutrality: CEL:UWB is an independent, pro-resident platform. We do not endorse candidates based on personal bias; we provide data so residents can make their own informed choices.
8.2 Data & The Public Record (GDPR)
Source Material: All "Cheat Code" facts, stats, and criminal/civil disclosures are pulled directly from the Public Record (e.g., Court transcripts, GOV.UK, official news archives).
Special Category Data: By using this section, users acknowledge that political information is sensitive. We process this data under the "Substantial Public Interest" condition (UK GDPR Article 9).
Verification: CEL:UWB provides links to original sources. We do not host hearsay. If a public record is found to be inaccurate, we will update it immediately upon verification.
8.3 Safeguarding & Libel Protection
The Truth: We stick to verifiable facts. We do not publish "spent" convictions unless they are of significant public interest to the safety or representation of the Ward.
Right of Reply: All named candidates are offered a "Right of Reply." If a candidate believes a fact is inaccurate, they may submit a correction via the Complaints Link.
Zero Tolerance for Harassment: We empower residents to hold the system accountable through official channels. We do not condone or support the personal harassment, abuse, or doxing of any individual.
8.4 Liability Disclaimer
CEL:UWB provides information, not legal or professional advice. While we strive for 100% accuracy, we are not responsible for errors in original public source material or for how residents choose to act on this information.
The Empowerment Goal: CEL:UWB believes that a vote is a tool for social change. We do not tell you who to vote for; we highlight which candidates align with our community's core values of unity, integrity, and social justice.
Our Selection Criteria: We promote candidates who demonstrate a commitment to resident empowerment. If a candidate's public record (civil or criminal) shows actions that contradict these values—such as a history of division or abuse—we will disclose that as a "Cheat Code" for voters.
Promoter Transparency (The Imprint): To comply with the Elections Act 2022, all material intended to influence local elections is Promoted by CEL:UWB, [Your Postal Address/Office/PO Box]. We do this to ensure total transparency for the ward.
Honest Opinion: Our endorsements and non-endorsements are the honest opinion of the CEL:UWB project, based on verifiable facts in the public record.
8.6.1 System Scrutiny
Democratic Accountability: CEL:UWB provides a platform for residents to critique the impact of long-standing political "strongholds." Highlighting how current policies have negatively affected our community is a matter of substantial public interest.
The "Rebel" Mandate: We advocate for a "different voice in the room." Our goal is to empower residents with the knowledge to challenge current council policies and demand representation that aligns with community needs rather than party lines.
8.6.2 Fact-Based Critique
Honest Opinion: While our tone is critical of the status quo, all critiques are based on the public record of council actions and the lived experience of residents. Under the Defamation Act 2013, we exercise our right to provide "Honest Opinion" on matters of public concern.
Non-Party Identity: CEL:UWB is not a political party. We are a resident-rights hub. We do not promote a specific party "line"; we promote the "Rebel" spirit of challenging any system that isn't delivering for the ward.
8.6.3 Statutory Transparency (Digital Imprint)
Election Material: To comply with the Elections Act 2022, any digital content intended to influence local political change must be clearly identified.
Accountability: All such material is Promoted/created by CEL:UWB, [Insert Your Postal Address/PO Box here]. We include this to ensure that while we are "rebel" in spirit, we are 100% legal and accountable in practice.
9.1 Data Minimisation & Disposal (GDPR)
The "Notify & Delete" Rule: To keep our site clean and your data safe, we only host contact details for as long as an item or skill is available. Once you notify us that a swap is complete, your post and personal details are permanently deleted from the website.
Consent for Display: By using the uploader form, you give explicit consent for your provided contact detail (Phone/Email/Social Handle) to be displayed publicly on the Common Ground Exchange page so neighbors can reach you.
Manual Control: You can request the removal of your post at any time by using the Instant Removal/Complaints Link.
9.2 The "Meet Safe" Rule (Safeguarding)
Peer-to-Peer Safety: CEL:UWB facilitates the introduction, but the arrangement is between residents. We strongly advise:
Public Meets: Meet in a public, well-lit place for the exchange.
Buddy System: Bring a friend or let someone know where you are going.
Surplus Food: Ensure all food items are within "Use By" dates and clearly labeled for allergens.
No Under 18s: The uploader form is for users aged 18+. Young people wishing to swap items or skills must have a parent or guardian facilitate the post and the meet.
9.3 Facebook Group Activity
Third-Party Hosting: Our Facebook Groups are real-time community spaces. The Common Ground Exchange and Estate Echoes opinion by topic group. Opinions are not necessarily the views of CEL:UWB. By joining, you agree to follow Facebook Community Standards and our specific group rules. Groups are moderated for increased protections against hate speech, inflammatory or abusive posts. Such posts will not be allowed on to the platform.
Data Responsibility: CEL:UWB does not "pull" data from Facebook to the website. Anything you post on Facebook stays on Facebook and is governed by their Privacy Policy.
Golden Opinions: These are resident opinions that we consider golden worthy to be published on the website. If you do not wish for your comment to be published on the site. Finish your comment with a cross emoji (X) and we will not add it to the site.
10.1 Purpose & Scope The CEL:UWB Safe Havens Map is a community safety tool designed to identify local businesses that have voluntarily pledged to provide a temporary sanctuary for children or vulnerable persons in distress. This is a non-profit initiative for the protection of life and public safety.
10.2 Data Collection & Consent (The "Zero-Storage" Pledge)
Public Business Data: We only map and display public business information (name, category, and physical location). Under GDPR, this is considered public professional data, not private personal data.
Explicit Hero Consent: No business is added to the map without their express, verbal, or written consent. By agreeing to display the Sticker of Authenticity, a business grants CEL:UWB the right to feature their location on our digital map and website.
No User Tracking: Our map tool is designed to be "Open and View" only. CEL:UWB does not track user GPS data, store journey history, or collect IP addresses of residents using the map. We do not use cookies to monitor your movements.
10.3 Safeguarding & Verification
Sticker of Authenticity: Every Safe Haven is "Checked & Certified" by CEL:UWB. This involves a direct conversation with the business owner to ensure they understand their role: to provide a safe space and facilitate contact with parents, guardians, or emergency services.
Neighborhood Heroes: Businesses featured on our site receive "Free PR" as a reward for their community spirit. They may request to be removed from the map or site at any time, and we will update the digital record within 48 hours.
10.4 Legal Basis for Processing We process this business location data under GDPR Article 6(1)(f) (Legitimate Interests)—to enhance community safety and protect vulnerable residents—and Article 6(1)(d) (Vital Interests)—where the mapping of safe spaces is essential for the protection of life in our ward.
11.1 The Right to Pace (Reasonable Adjustments) At CEL:UWB, we recognise that many of our collective members live with chronic illness, disability, or neurodivergence. We reject the "hostile deadline" culture of formal organisations.
The "At-Home" Right: All volunteers have the absolute right to contribute from home, in their own time, and in a way that accommodates their physical and mental needs.
No Pressure Guarantee: Deadlines do not exist here. Tasks are completed when they are completed. Your health always takes priority over the "Digital Estate."
11.2 The "Butterfly" Principle: Opt-In / Opt-Out We are a family by choice, not by contract.
Fluid Participation: Members have the right to step back ("Opt-Out") at any moment, for any reason, without explanation or guilt. You can return to the collective whenever you feel ready.
No Obligations: Being part of CEL:UWB is 100% voluntary. You are never "on call," and you are never required to attend meetings or meet quotas. Group tasks are informal and decided between members on how best to engage and how often.
11.3 Collective Responsibility We operate as a true collective. No single task rests on one person's shoulders.
The "Step-In" Rule: If a member starts a project but needs to step away due to health or personal needs, the collective will step in to help or hold the space until they return.
Safety from Hostility: We provide a sanctuary free from the "toxic" pressure of performance. We work together to ensure the work gets done without compromising the well-being of the worker.
11.4 Right to Creative Autonomy Every resident has the right to create and contribute in their own unique voice. We do not force anyone into a "mould." If you have a skill or a story, you share it at a pace that suits you.
